In 2011 a bill was introduced in the Kansas Senate to create the Kansas Healthy Youth Act, which would have established that "Each board of education shall provide a comprehensive education program in human sexuality, which emphasizes teh benefits of abstinence while including information about sexually transmitted infections, pregnancy prevention, healthy relationships, human maturation and healthy decision making." Unfortunately, the bill died in committee and the Healthy Youth Act was never established.

At the time I was the chair of the Topeka Chapter of the Kansas Equality Coalition, which was a statewide group working to advance civil rights for LGBTQIA citizens. My testimony supported the creation of the Healthy Youth Act, based on my experiences as a sexual health educator and civil rights activist.
